Metro Manila Development Authority (MMDA) admitted that flooding in Metro Manila is inevitable, but can be alleviated by decloging and dredging of creeks, esteros and building more underground drainage system to lessen the flood problems. Aside from having a good Flood Risk Management, the authority is also improving its underground sewerage infrastructure. The ongoing sewerage & drainage improvement projects of the Department of Public Works and Highways (DPWH) is happening in all over the metropolis. The department has since spent USD110 million in 100 government projects. The projects, which started in late 2012, are part of the DPWH’s ambitious master plan for Metro Manila and outlying areas in Central Luzon and Southern Tagalog. The agency has task far invested USD3 million in its upgrading of equipment and more purchases will follow. Metropolitan Waterwork & Sewerage System (MWSS) will build the Angat transmission project soon. When completed it will supply 95% of Manila's water. This 7m dia. tunnel will run 6km, 4m underground. ADB has approved US$123.3M loan for the project. There are still many other underground tunneling projects in the pipeline await you.
